Avla Real Estate Area Report · Psyrri – Monastiraki · Athens historic centre · 23 – 24 October 2026. This is an assessment at the neighbourhood level; it does not include an inspection of a specific apartment.

Location

Psyrri is a small, dense neighbourhood in the historic centre of Athens, just north of Monastiraki Square; Monastiraki is the market and square area opening onto the northern slope of the Acropolis. Both are in the 1st municipal district of Athens (2021: 74,556 people, ~6.8 km²). The neighbourhood centre is ~300 m from the Varvakios Central Market, ~470 m from the Ancient Agora, ~800 m from the Acropolis, and ~0.9 km from Syntagma as the crow flies. With its narrow streets, workshops, meze restaurants, and live music venues, the neighbourhood functions as a market district by day and an entertainment district by night.

The determining factor for demand is location and tourism density. According to the 2025 data of the Municipality of Athens, there are 19,071 tourist accommodation units and over 105 thousand beds in the city; approximately 60% of this capacity is concentrated in the 1st municipal district. Psyrri–Koumoundourou and Monastiraki–Plaka are among the areas with the highest density of short-term rentals and hotels; after the new registration freeze, the growth rate of this stock slowed to 1.7% – 5.4 in 2024–2025. New housing supply comes almost exclusively from the renovation of old buildings; there is negligible space for new-build projects.

Schools

English-language schools and their straight-line distances from the district center:

  • Moraitis School — Greek curriculum + IB Diploma · Psychiko · ≈5,850 m
  • Athens College – Psychico College — Greek curriculum + English IB Diploma (IB school since 1996) · Psychiko · ≈6,450 m
  • ACS Athens — American curriculum + IB Diploma and AP · English · Kindergarten to high school · Chalandri · ≈9,020 m
  • Pierce – American College of Greece — Greek curriculum + English IB Diploma · High School and IB: Agia Paraskevi · ≈9,520 m
  • Doukas School — Greek curriculum + English IB Diploma, International A-Level · Kindergarten to high school · Marousi · ≈10,780 m
  • St Catherine’s British School — British curriculum, IGCSE + IB Diploma · 3 – 18 years old · Lykovrysi · ≈12,220 m
  • Byron College — British curriculum · IGCSE and A-Level · Kindergarten to high school · Pallini – Gerakas · ≈12,550 m

Distance is measured as the crow flies from the Psyrri neighbourhood centre to the school campus (OpenStreetMap); road distance is longer. We have not identified any international schools providing full English-language education in the centre; options are in the northern suburbs. Enrollment conditions are to be confirmed with the school.

Transport

Monastiraki station (Lines 1 and 3) is ~270 m from the neighbourhood centre and is one of the best-connected points in Athens: Line 3 goes to the airport and Line 1 to the port of Piraeus without transfers. Thiseio (Line 1) is ~450 m away, Omonia ~700 m, and Panepistimio ~750 m. Life in the neighbourhood is largely pedestrian and a vehicle is not required for the tenant; conversely, streets are narrow, vehicle access is restricted, and parking is typically unavailable or rented separately.

Tenant profile

Psyrri is a neighbourhood for single-person or two-person households: demand continues year-round but is intertwined with tourism. New short-term rental registrations have been suspended since 2025 in the 1st, 2st, and 3nd municipal districts of Athens (extended until the end of 2026; an extension until the end of 2027 was announced in September 2026); Psyrri and Monastiraki are within this scope. Daily rentals are already prohibited for Golden Visa properties; the yield calculation should be based on long-term rent.

  • Those working in the centre — office, public, and service sectors; 1-bed demand, 1 – 3 year contracts.
  • Foreign professionals and remote workers — location-oriented, furnished, medium–long term.
  • Students and academics — Athens University units ~0.5 – 0.9 km; small apartment, high turnover.
  • Families — generally not preferred due to noise and parking issues; demand for large apartments is limited.

A separate listing index for Psyrri is not published; values refer to the neighboring Monastiraki sub-district, and furnished, short-term listings may inflate the rental average. Figures represent listing (asking) prices; actual transaction prices are generally somewhat lower. We do not provide unverified rental or yield figures for specific apartments; the rental agreement and the text of the rental guarantee are obtained in writing during the offer stage.

Risks

  • Golden Visa restriction: Short-term (daily) rentals are prohibited for properties acquired via Golden Visa; thresholds and eligibility are confirmed in writing on an apartment-by-apartment basis by an independent Greek lawyer — no statement on this page constitutes such confirmation.
  • Night noise: The area around Iroon Square is lively until late in the evening and on weekends. The bedroom’s orientation, floor, and insulation determine the rent and tenant retention period; a weekend night site visit is an essential check.
  • Tourism pressure: approximately 60% of the city’s bed capacity is in the 1 community; crowding and the cost of daily living are negatives for long-term tenants.
  • Flat rents: while rents in the historic center remained flat over a year, sales prices increased by (−0.06%) 6.9%; yields are tightening.
  • Old building stock: dense fabric dating back to the 19th century; the building’s structural condition, plumbing, and common area maintenance are as important as the apartment selection.
  • Tax calendar: a plan has been announced to increase the property transfer tax for non-EU/EEA buyers from 3% to 15% starting from 1 July 2027; it has not yet been enacted and will be confirmed prior to purchase.

Avla’s district view: Positive — location premium. The value of Psyrri–Monastiraki comes from an irreplaceable combination: two metro lines, airport and port connections, the historic center, and the market all within the same radius. However, the price per square meter is high and rents are flat; this is a district where you purchase lasting location value rather than high yield, and the building–orientation selection is as decisive as the district selection.

Framework first

Why does the investment threshold differ for everyone?

Because there is no single figure. Legislation defines three tiers, and the location and legal status of a property determine which tier it falls into.

€800,000
Upper tier
Applies to areas under high demand. Requires a single property and at least 120 m².
€400,000
Other areas
The same conditions of a single property and at least 120 m² apply.
€250,000
Not location-dependent
Only in two cases: (a) change of use for a non-residential building, (b) restored listed building.

Practical implications for your file: The threshold for standard new builds in Attica is €800,000. Which threshold the properties in this file fall under is determined by the location and legal status of the property; this is confirmed in writing via an independent Greek lawyer’s review on a property-by-property basis. We have not stated in any section that “this apartment qualifies for GV”; we obtain confirmation via documentation.

Security and Golden Visa 2026Your funds are held in a dual-signature account — how your money is protected step-by-step, 2026 rules+
Financial protection shield

Your money does not go to the seller, but to a dual-signature account.

The purchase price is not deposited into an account that the seller can use freely. It enters a separate bank account from which not a single cent can be withdrawn without two signatures: one from the seller and the other from the lawyer Avla has appointed for you. The money is transferred to the seller in installments only as the following steps are documented.

Exclusively for Avla clientsThis dual-signature escrow account is not a standard practice offered by the developer to everyone. It is opened only for clients purchasing through Avla, and Avla appoints the co-signing lawyer. Currently, only one of our developers offers this account; we will confirm in writing during our meeting whether it is applicable to your chosen project.

Lawyer cannot be replaced

The co-signing lawyer cannot be removed without your consent; funds in the account are free from seizure and liens.

Funds are released only to the seller’s account

No payments can be made to any other person or account; the flow can only be altered by a court order.

What you need to know clearly

Funds deposited into the account are used solely for the price and construction of this apartment and cannot be withdrawn. The contract is subject to Greek law; source of funds (AML) documents are required.

2026 table for Golden Visa

We will disclose the figures with documentation during our meeting; however, to set your expectations correctly from the start, the framework is as follows:

800,000 €
Standard investment threshold applicable throughout the Attica region.
250,000 €
Special route applicable only to properties converted into residential units through a change of use, with the conversion completed.
5 years
Residence permit duration; renewable as long as the property is held.
Prohibited
Short-term (Airbnb-style) rentals are not permitted for properties subject to the Golden Visa.
Important: If the price shown on the title deed falls below €250,000, the right of residence becomes invalid. This threshold must be maintained during discount negotiations. If the property is sold, the residence permit is cancelled. The threshold applicable to each project is documented separately.
Announcement · September 2026

Property transfer tax 15%

From 1 July 2027

For residential property purchases by non-EU/EEA natural persons, the property transfer tax is being increased from 3.09% to 15.45%. Corporate purchases, EU/EEA citizens, long-term residence permit holders, and individuals of Greek descent are excluded. The Prime Minister announced this on 6 September, and the Ministry of Finance provided details on 8 September — there is no draft law submitted to Parliament yet.

Portfolio Golden Visa

With long-term rental condition

The 2026–2035 National Housing Strategy proposes a separate Golden Visa category where multiple apartments are purchased as a single portfolio and all are rented out long-term. The threshold, rental duration, and conditions have not yet been drafted; market sentiment suggests it will be an option for the €400,000 / €800,000 tiers where the single-property rule applies — this is a proposal, not law.

Portfolio Golden Visa model
Open topic

€250,000 route

Conversion category

The €€250,000 tier is currently in effect and applies only to properties converted into residential units through a change of use. The sector is requesting an exemption from the new title deed tax for this category — the rationale being that these investments do not withdraw housing from the market, but rather create new stock. No decision has been made yet.
